It's more like BB fatal counters in that only specific moves give that "improved" counter state. But it's the 1st time I see it in a SF2 style game, and the combos can be very lethal depending on the character and position.
The weird thing is that corners kill your combo potential, so you want to avoid corners and keep flipping them midscreen.
It's also not as dominate as one might think, since the zoners still kick ass without it.
